Dave is responsible for handling and coordinating all legal matters for the Health First system, including all litigation, transactions, contracting, corporate and regulatory matters, as well as risk management.

Prior to joining Health First in 1996, Dave was in private practice with a special focus on health law. From 1980 to 1994, Dave was legal counsel for Shands Hospital at the University of Florida in Gainesville, FL, serving the last seven years as vice president and corporate counsel.

Dave has been a member of the Florida Bar since 1979, and was among the first attorneys in Florida to be certified by the Florida Bar as a Health Law Specialist. As lead in-house legal counsel at Shands Hospital, he provided legal support to Shands as it transitioned from a state-run medical facility to a successful, independent, not-for-profit hospital. After joining Health First, Dave guided the new organization in its formative years to the successful integrated healthcare system it is today.

Dave earned his bachelor's degree in economics from the University of Florida, and his law degree from the University of Florida, College of Law in Gainesville.
